Who is FP Omni Technologies?

President,
Cofounder

Jeff is a 30 year veteran of the card payments industry and has been involved in the ATM equipment vending industry since 1983, in addition being one of the original pioneers in the California privately owned pay telephone arena.  Together he and his former financial partner, football legend Y.A. Tittle, installed and operated over six-hundred pay telephones in California.  Jeff was also the first to own and vend ATM/Scrip equipment and was among the first in the industry to provide free credit card terminals to merchants in exchange for credit card processing. Jeff has bought and sold hundreds of millions of dollars worth of credit and debit card portfolio’s.

Jeff brings vast expertise to this venture having spent the past thirty years actively involved in the Credit card processing and Scrip vending industry,  Mr. McKay is past president of U.S. Cash Exchange, Inc. at one time the nations largest ATM Scrip company and was the president of Pacific Communications, Inc. a small publicly traded company specializing in a wide variety of products including payphones, ATM Scrip machines, Internet Kiosks, long-distance and prepaid calling card sales, and Web site development and management. 

Mr. McKay is also active in local and statewide politics, having completed his third term in office as a city councilman and serving as President of the Central Valley California League of Cities.  Jeff is married with two children and currently sits on a local school board.

Joe Radest started his career in card payments over 25 years ago, working for the industry giant First Data. Since FDC, Joe has worked with other notable processors – TSYS, Global Payments and Chase Paymentech.

Over 13 years ago, Joe branched out on his own, by launching 1 Step Technologies. Since that initial FinTech launch, Joe co-founded, equity investment in two other FinTech firms – Payix Holdings and FP Omni Technologies. Payix went through a successful M&A to Repay Holdings in 2021. In addition, he is the managing partner in Radest Ventures, a private equity/venture capital firm focused on investment in new FinTech firms. He serves on FinTech Atlanta’s Board as an Executive Member, as well as two other Fintech related boards. He resides in Atlanta with his family.

  • Credit cards, essentially a line of credit, are subject to different laws and card brand rules than debit/”check” cards. All of the major credit cards have issued specific statements stating that they will not support any cannabis-related activity on the credit networks, in addition to legislation forbidding certain financial activities.
  • A debit card is directly linked to a cardholder’s checking or similar type of cash account. When a cardholder pays for something using a debit card, funds are immediately debited from the cardholder’s account.
  • A credit card is linked to a line of credit issued to a particular cardholder based on a financial institution’s evaluation of the cardholder’s creditworthiness. The cardholder pays for goods by charging against the line of available credit. The cardholder is not immediately responsible for the payment/transfer of funds— instead, the credit card network assumes the risk and the cardholder pays off any balance owed at a later date.

Yes — the bank undergoes periodic audits from all of the card brands as a registered member of each card network.

  • Cashless ATMs are designed to make transactions appear like cash withdrawals at ATM machines. This is an obvious means of working around certain Card Brand rules, which may result in account termination at any time. Moreover, transactions are typically denominated in $5 or $10 increments, which creates an awkward customer experience due to the “illegitimate” feeling of the transaction. This is not the trajectory of cannabis payments.
  • FP’s true Point-of-Purchase solution is based on online, true PIN-Debit environment, where a cardholder is required to enter their PIN for the transaction to be processed. This is also in contrast to “offline” debit transactions which may be processed at a later time over credit card networks despite being a “debit” transaction. PIN-Debit transactions are processed immediately and are true point-of-sale/purchase transactions.
